When jacking up the motor from the ground, after about a foot off of the ground the cherry picker won't go up anymore and there is no pressure at the pump (where I jack it up at). Ealier it was jacking fine and then we let the motor down and went to jack it up again and it woulden't!

 

is the bleeder screw tight? the oil lever correct? not over loaded? try to let it down and then jack it up again to let out any trapped air.

Sounds to me like you're low on oil in the hydraulic cylinder. No oil = no pressure to pump into the ram!
