ticking in dash?

ticking in dash?
Two days ago my car started ticking under the dash on the drivers side. It doesn't do it after it has warmed up and only ticks with the key in the on position (with or without the engine running). There isn't a loss of power yet but, I think it's trying to tell me something. It sounds like a hard drive working, if that makes any sense. Just wondering if anyone might know what this is. Thanks. b-man
p.s. The car did stumble doing about 45 mph the other day for

It may be your starter enable relay clicking. Pull the kick panel on the drivers side and disconnect it to see if that stops it. Just a thought.

I don't think it's the speedometer because it will tick without moving and the engine off. It will only do it if it's cold and it won't start until I turn the engine over. After it has idled a little... (under a minute) it will begin and continue even if I shut it off and leave the key in the on position. When it's warm no tick. I do think it may be a relay though, so I'll check and see if I can isolate the noise. Thanks for pointing me in the right direction. b-man
