front butterflies on carb just hangin open...HELP!

My friend has an 84 Z-28 with a stock carbed 305. The front butterflies are just hanging open....I'm thinkin there's a piece missing or something. There's a little lever on the side with a half-moon shaped slot in it that a wire is in (the wire goes to a little vacuum lookin thing). When I move this lever, the butterflies close, so I imagine there must be a wire or sprin missin off it or somethin....where the hell does it connect to and what is it?

I'm sorry to sound so dumb, but me and carbs just DO NOT get along. Any help would be appreciated.

If it's on top of the carb, it's the choke. It's supposed to be open if the motor is warm.

Yeah, that is the choke. The quadrajet that is used on our cars, has mechanical secondaries, which means that if the primaries are open, so are the secondaries. Which means that you'd have a "runaway".

Don't worry too much about it. If it doesn't die when it's cold, then you're ok. If it does, then you'll need to come across an electric kit, so you can enrich you're mixture, then let it alone, and it will lean out.
