I have the column apart, just wondering if I should use some kind of grease on "joint" before I put it back

I would certainly clean and lubricate everything. The last time it was done was likely 15 years ago. Lubriplate 107, or any good white lithium grease would be a good choice. Lubricate the steering swivel universal joint itself (all three parts), the upper column pivot pins, the turn signal switch, the cancelling cam, the steering wheel upper bearing, the ignition cylinder pinion/sector gear, mating rack gear, engaging finger and slide assembly, and if you have access, you might try to clean up and lube the ignition switch linkage rod as well.
