Kinda, sorta, lol. I opened up the hood right above my air filter, and I used a stock TA louver. Most wouldn't approve of my "hack-job," but too bad, lol. It works, and it's fairly discreet, being made with stock Firebird parts, and I got to keep my stock hood, which I like.
The louvers in your TA's hood let air in, but it kind of gets stuck in a space between the hood's sheet metal and the underside of the hood. There's a couple of small holes there, but it could be a lot better. If you open up the underside below the louvers and align a filter and your MAF with them, you could have a nice ram air hood, and no one would have a clue because it would look completely stock.

And this is the intake I made for it. The K&N X-Stream sits just below, and a little back of, the louver. It sucks air from any direction, and there are no restrictions in any section of the intake. Each part flows its max.
So it's LIKE "ram air," that's why I said kinda, sorta, lol. Let's just say there's no lack of response, lol.

cool, reason why i asked is becuase my step-dad said back in the day, there was a company who made those louvers functional. I would just like to see one so i can reproduce it.

Hmm, I don't know much before the thirdgen. I know the cowl "bulge" in the '82-'84 hood was functional(same as later used on the Formula, but not functional on the Formula). I've opened that on mine with a grill from an '82-'84 to allow underhood heat to escape.
I think all those bulging hoods from the '70s, like "Smokey and the Bandit," lol, were functional.
Yours don't open or close, but they actually let air in, so they're not just for looks. But I don't think they could be made to open and close without cutting away the underside of your hood so there'd be room for them to move freely.
Mine(louver like yours) is a complete hole, all the way around. There's nothing underneath it restricting airflow. I'd like to make it functional though so I'm safe in the rain, lol. That's on my "to do" list, but I doubt I'll ever do it.
