when you say "he" played with the tps do you mean he adjusted it? if not he shouyld set it with a volt meter and i'd look at the IAC, plus make sure it has a good tune up.

Maybe the cat is plugged? No power over 3000 rpms is typical of that. What kind of mods are on this car? Or is it stock?

The biggest "mind boggler" here is what the heck he has, and what the heck its doing. If he is too lazy to set up an account and tell us "whats up", then I guess I'm too lazy to help. Sorry.

either im taking this personally or you guys are just really harsh and (not)helpful. i have experienced this myself with my VATS trouble too. Granted some posters are "spooked" into thinking helping clueless people with VATS is bad. BUT cmon, whatever happened to unconditional help to thirdgenners. I am the one who refered him here....saying...if anyone knows....these guys will....he tried but i guess he didnt know how to set it up. anyways..i just posted for him. GM...that is the problem....he doesnt really know what is wrong....there is no power over 3000, horrible idle, and the timing was mysteriously set at 16*. he doesnt know much else....soooo...i came to you guys only to be scolded about singling out the guys who usually know whats wrong. Maybe i came to the wrong place....i thought you guys could help...i guess i was wrong.

Chill out, man, we arn't scolding you, you just didn't give us much to work with. No power above 3K? Could be plugged cat, plugged fuel filter, bad fuel pump, etc... This list could go on.
As for the timing set at 16*, he must not be putting the timing in "bypass" mode. That is a brown/black wire over by the passenger strut tower area (its over there somewhere, don't remember exactly). It has a connector to it so its easily disconnected. Just unplug it and re-check your timing. It should NOT be 16+ degrees. Once you are done, hook the wire back up and clear the codes (CEL will be on w/ a code 42 set).
You may want to have him drive it w/ a fuel pressure gauge hooked up. I usually tape it to the windshield and make sure pressure is not dropping off when he is loosing power.
Does this help any?

A friend of mine had a problem kinda similar. He had power up to about 3000rpms, but past that it felt like something was holding the car back almost. It also idled bad, not TOO bad, but it wasn't a nice smooth idle. He changed his fuel filter and it's great now. That only costs a few bucks, and only takes a short period of time to change, so it can't hurt.
