They will "fit". You need to drill the steam holes.
Whether they are a "good" fit, that's another question...

I can think of few heads would flow worse.
Putting those on a 400 would give you a motor that you could put any cam, any carb, any intake, and any exhaust on; open the throttles wide open with the trans in neutral; and it probably wouldn't go over 4000 RPM. It would be a total pig to drive, and certainly not fast. Even worse than a stock 400, which is already pretty disgraceful. What you'd get is one of those motors like a stock TBI 305 car except even more so, where it will spin the tires all day long, but will barely crack 17 seconds in the 1320.
Just because something bolts up, doesn't mean it's a good idea to bolt it up that way.
Please don't waste a perfectly good block like that. Sell the block to somebody that will put it to better use, and buy yourself some better heads with the money.

What pistons are in the 400?
If they're stock (dished), look for 64cc iron heads. The L98 heads (083) or double-humps such as 186, 492, 041, etc. work great on 400s. I can't tell you how many of them I've yanked the 882s and 624s off of and dropped 186s onto; it's astounding the difference that makes, even leaving the stock 2-barrel carb and intake.
Double-humps are getting harder to just fall into; but if you watch the classifieds on this site, you'll se 083s come up pretty often.

I would agree with RBL83L69 on this one, there are better heads for the street...However, the local 1/4 mile roundy-round track has a set of "stock"rules, and racers being racers, they work to get around those rules. Currently the "hot setup" is a 400 SBC with 305 heads and a 350/350 cam. These engines run strong, and last a season of on the gas/off the gas use. So.. could you build this into a decent combination? I would say yes, especially within the context of a certain set of rules. But, since street guys have no specific set of rules, then there are better ways to go.
