hydraulic lifters
I was adjusting the valve lash and I noticed that some of the lifters were easier to depress than others. How long does it take for all the oil to come out of the plungers in the lifters? Is it better to set the valve lash while the lifters are still full of oil or when the plungers are empty? They are brand new lifters. Thanks.

I assume you're adjusting them without the engine running.
Doesn't really matter. You only tighten them down enough to just take out the slack, so the lifter pluger is still up against the clip. Then you give them the extra turn, 1/4 - 1/2 (but all the same amount, whichever you choose).
When it is started, they will fill and pump up.
