throttle linkage sticking

I have had this problem for a while but never figured it out until today i noticed something new that may help us come to a conclusion. The throttle sticks at about 1500-2500 rpms and if i tap the gas pedal or pull it towards me with my foot it goes back down. If i let it run and just move the throttle lingage with my hand from under the hood i can get it to stick at the point every time. So i thought the TB had to be cleaned. well i cleaned it and it still sticks. I have also adjusted the TPS and cleaned and adjusted the IAC. The new thing i noticed is that i can only get it to stick when the engine is running. Any ideas?

Shaft binding maybe? Does it stick with the engine running but still cold? Maybe the heat is making it expand enuf to stick.
