I need to have valve seals installed on my heads and was wondering what the cost would be for a shop to do it? Or the time it would take to do it? the car emits blue smoke when you start it,rev the engine it smokes more. Could I have bad piston rings as well?

call a shop in your area and ask, i'd say about 3 hours flat rate, but don't know for sure.

Most likely it is your valve seals and guides. Mine does this too, I need to get it fixed. My suggestion would be to go to an engine shop and get a pair of rebuilt heads. They will take yours and give you the core charge for them. The shop I go to is City Motor Supply and their heads are $95 each after core charge. If your heads are cracked or anything and they can't take them then you will have to pay like 30 or 40 dollars more per head.
