Retrofitting in place of a hydralic flat tappet cam.
I currently have a Hydralic flat tappet cam.

Is there any way to use a roller cam like the Lt4 hot cam with hydralic non-roller lifters? I am thinking no? I want something with specs near the hot cam. Maybe slightly less lift, but summit only is showing roller cams. I don't feel like paying a ton for retro-fit lifters. I guess I will call comp or someone and get one made.

if you run a hydrolic roller you need roller lifter. if money is a problem wait untill you have enough, or buy it a piece at a time untill you can do the swap. if you have a non roller block you can't run a hydroilc roller anyway. you can run an aftermarket roller like we've been doing for 40 years or so.

If you are talking about a 91 RS, then you have a roller cam.

No you can't put flat tappets on a cam designed for roller lifters. It won't fly.
There are alot of flat tappet cams around, a whole lot more than there are of roller ones. If you want a flat cam with somewhat similar specs to the LT4 one, try a Comp XE268H, which is IIRC 224°/230° at just under .500" of lift, which is about as much lift as you'll be able to do with a street design flat tappet with that little duration. It's a real popular cam; I'm sure they'll be able to go right to it in the catalog, and have it in stock.

The xe268 is a pretty good choice. I just feel I am losing power on the low lift numbers. This will be mated with trick flow twisted wedge heads heads which can flow good numbers at 500 lift. It's also on a 383 so off the line torque really isn't a big concern. On the other hand I don't want my max HP shifted up to 6500rpm's which the 274 will do. 110LSA isn't liveable either. What does a custom groud cam cost?

Comp used to charge $25. It's been a long time since I was in the business of regularly doing that though. Call them and see, their # is 901-795-2400. Lunati, Ultradyne, and others will also do that for you. Both of those companies are also in the Memphis area (901), I can't recall their #s off the top of my head.
If you want more lift, use 1.6 rockers in addition to whatever you can get the cam ground to. Be aware that others on this BBS have had trouble with the springs that come on those heads at lifts above .525" or so. I fyou get past that I'd urge you to replace them.
