What do you have for exhaust? I would start with adding headers and 3" exhaust pipe all the way back.

If you know what your doing you can port your stock heads and make them flow tons more.

Advance the base timing a few degrees.

Get rid of the caps lock please.

First and foremost: emissions. Does this car have to be emissions compliant?

My car's not a firebreathing monster of motor madness, but you might check my sig for a few ideas.

and for the love of candy, get rid of the stock aircleaner!

Go with a dual snorkel or at the very least an open element.

All of the above, and cam. And valve springs to handle the cam.

Higher stall torque converter after the cam.

Yes, headers, then gear. The reason is that, ( except maybe N2O) the best performance upgrade for the engine per $$ is headers. The best performance upgrade for the car per $$ is gears, and don't underestimate the potential of a good, (that's good, not a cheapo) air cleaner assembly. You might want to try to find one off an L69.
