What is stock compression?

I am looking at buying a 89 GTA and want to build it up. but i want to know what kind of compression this engine came with from the factory.

Is this a good foundation for a high performance street car or should i be around 9.5:1 or 10:1?

In general, more compression will equal more horsepower. For a pump gas engine, I'd look around 9.8-10.2 for maximum horsepower.
