What could cause low BLM's?

What could cause low BLM's?
The other topic is very informative so I'd figure I'd ask.
My block learn is 108 no matter what. I've reset the ECM and it's still 108.
My integrator get down to 80 at times, especially if the 1000 to 2000 rpm range.
Full throttle w/ no load gives black smoke.
Full throttle under load gives a lot of black smoke.
Any ideas or first places to look at?

That's assuming the car was righteous to begin with, and suddenly started acting up without you having changed anything...not sure what your case is.
Just upgrade to 24# SVO injectors and still running a 305 chip burned for 19# injectors or something?

No upgrades at all except for gutting the cats.
I changed my O2 sensor recently but it's still running rich.
I can take it apart and put it back together but when it comes to diagnosing, I don't know where to start.
It idles fine and doesn't seem to miss but you can feel when the integrator drops and subtracts fuel.
Somebody, anybody, point me in a good direction.

Idles fine, base timing is 6 deg BTC (stock). If I'm driving steadily along a low gear up to 2000 rpm, the car will buck until I give it more gas. I can't just cruise at a steady rpm unless in forth or fifth.
I don't know what the difference is between cutting out/ missing / surging and that's why I'm at a loss.
I also still don't know why my BLM and integrator are so low.
