Oil Cap Breather Question??!!??

I have 2 oil cap breathers and one has the pcv valve hooked to it into the carb., my question concerns the other breather. My brother tells me is should be open uncapped and able to breathe, however my father plugged it off w/ a cap. Who is right on this one, right now I have it plugged off.

postive crankcase ventilation, the buildup of gases in the engine is not good. i have mine setup with the gromet and rubber tubing going to the base of my open element assembly, kinda how it came stock. not that hard to do either.

that's fine. only one has to go to the carb. all the pressure will vent from that one instead of both.
