Why are you replacing a factory intake with an intake designed to be a factory replacement? (by the way, it's edelbrock)

I suggest making extensive use of the search feature. It saves on the silly repetitive questions often asked by newbies.

You won't dip into the 12's with the Performer intake, at least, not logically. Get a Performer RPM, preferably AirGap design. The intake needs to compliment the rpm powerband made by the cam. No 12 second 1/4 cam has an idle to 5500 powerband, nor anything close.

Define a budget.

depends on what you define as a ****load, but anything thats gonna run a 12.5 in these cars isnt gonna be cheap... keep things in mind like SFC's, a tranny that will take the power, suspension, and most likely a stronger rear. Decide on what heads your gonna use first then pick a cam.

Cool, just making sure you had a plan for that kinda stuff, a lot of people dump all their money into an engine and forget about everything behind it.. the 12bolt should hold up quite nicely, if built right so should the t-5, if not it really doesnt matter, they run about $150 around my way, I just run em til they decide to blow apart, I've had my current WC unit for a little over a year now and no problems as of yet.

Too some thats not much of investment. To others, it is. Perhaps now you see the importance of setting a budget. Until you do, it is hard for anyone to recommend much of anything.

But yes, like 89 said, make sure that once you make the power, you can put the power to the ground. As far as the engine is concerned, if AFR is out of the question, take a look at say Dart or World castings. They are better than stock, but not as steep as AFR. Hydraulic roller cams are probably of the best to run as they can be had for so many applications. Retro fit kits are available. A comp cams "K" kit might be something to consider (cam, lifters, springs, retainers, locks, valve seals, timing set, assembly lube). Any old rotating assembly will do as far as crank and rods. Pistons, hypereutectics will be ok, forged is obviously more desirable. As for the connectingi rods, take them to a shop and have ARP wav-loc bolts installed (requires the rods to be resized). For the rest, its just parts with no real aspect to them (bearings, oil system, etc).

Build a sound lower end, ie. use a reputable machine shop and check all clearances. You don't need a forged crank or high dollar rods. Your on a budget so I would go with the lt4 hotcam, vortec heads/rpm intake..... This should get you in the twelves.
