Bad torque converter or IAC

Engine: 350
Transmission: TH700
Bad torque converter or IAC

The car has an 700-R4, while driving above 35 mph and let off of the gas pedal the car feels to slightly jerk. It feels like the car doesn't know if it wants to shift to the next gear or stay in the present gear. There is also a dragging feel, as if something in the drive train holding the car back, more like shift it in neutral then put it back in gear feel. It only does it when I decelerate. I've searched and found that people with manual transmission have the same problems. I've checked, rechecked and double checked the T.V. cable. The IAC and the TPS have about 1500 miles on them. Liked I said, I've searched, some say it's a bad IAC.
