Base timing jumping at idle?

Base timing jumping at idle?
New Accel Billetech distributor. When I disconnect the set timing wire and attempt to set the timing, it jumps toward advanced with the idle surge. There's no mechanical or vacuum advance in HEI. What could cause this? Can't get the idle to settle down either. Think they're related.

Forgot a few things that may limit the number of questions;
New Jeg's performance ICM
New MSD Blaster coil and 8.5mm Super Conductor wires
New cap and rotor
Connectors all cleaned and inspected

That symptom sounds typical of a worn distributor, but the new distributor shouldn't have that problem. There may also be some spark scatter from excessive spark voltage, an incorrectly keyed distributor cap or rotor, or a problem with the pickup coil, again, which shouldn't be a problem with the new distributor. Ignition timing at idle in EST bypass mode should be rock steady, as you know. Which connector did you disconnet to set the timing? I know the V-6s are a bit different.
