I'm using a 14" Weiland drop-base open element filter with a 14x3" K&N element. It fits with no problem.

However, they also make an offset open-element filter.. It moves the filter foward some away from the distributor.

Yes, using an open element air filter will conflict with emissions controls. It's because of the thermac. It's the part of the stock setup that has that metal hose running to the exhaust manifold, and a vacuum line running to the throttle body. When the engine's cold, a valve is switched and it sucks air off the intake to help warm the engine up and reduce emissions.

Now for your second question, Auto Zone, Advance Auto, PepBoys, hell, maybe even Wal-Mart, sells open element air filters.

Yeah, the open element air filters for TBI/Carb's look like garbage cans that sit in the middle of the engine, near the firewall.

The THERMAC is not part of the emissions. Only the AIR pump and hoses, O2 sensor, and Cat Converter are.

As long as your state does not do a visual inspection you should be fine. If it does, you can either check with them to see if your modded setup will be OK or just store the old air filter equipment and put it on when its time to test.

I'm a licensed inspector. The thermac is a part of the emissions. Of course, there may be a difference in the requirements between NC and GA, but the thermac was a part of the emissions control system.

Oh, and you forgot about the EGR in your list of emissions components.
