Balancer to Crank question

I was looking at the torque specs on the bolt that goes in the center of the balancer to the crank. It shows 60lb of torque. but when I get to about 40 or so the engine turns over. What am I doing wrong?

If I'm by myself I usually do a final torque on that bolt in the car, with the trans in gear, or park with an auto. That way it has to move the car when the engine turns. Just don't forget. Write it down and tape it to the windshield if you have too.

I have a 700r4. I've tried putting it in every gear, park, and reverse and the engine still turns over...

Where the shift linkage attaches to the trans is clockwise or counter clockwise park?

An auto trans cannot be made to hold the engine still.

You might try a flywheel holding tool, and a second person; or screwdriver or tire tool or the like through the flex plate; or a chain wrench around the balancer. For that matter, the exact torque that the bolt is tightened to, isn't totally crucial, as long as it's tight enough not to back out but not so tight it strips the crank or otherwise screws something up; you might want to just use a long breaker bar, and hit it with a large piece of wood or something similar, to tighten it by impact.

i use my 1/2" impact wrench and just pull the trigger, never had a dampner fall off yet.
