Engine flutters or hesitates???

Ok lately when I accelerate lightly the car seems to hesitate or flutter like something is holding her back and if I smash the pedal and get the revs higher it drives fine but in the lower RPMs it seems to accelerate in spurts. Not severly or anything just enough so that I know something is not right. I cleaned the fuel injectors but that made no diff. Any suggestions???

Do you guys think it's a tuning issue because it only does it below 2000 RPM. Its flutters up till 2000 then it feels like it just
goes away and she drives fine. My idle is rough too.
I am running a crappy off the shelf chip. If she is in neutral and you play with the throttle it sounds and runs fine. It only happens in drive below 2000. I have been driving without overdrive to keep the revs up. It happens 80% of the time.

I had a 92 TBI that did that. I always thought it was the catalytic converter. So, after gutting the cat., I found out that it still did it. It turned out to be a bad spark plug wire. I think #8 was not firing. I never would have guessed that though.

Check your spark plugs and maybe get some new plug wires.
