What does moving the intake centerline of a cam do to its performance? Say I have the a cam with a 106 intake centerline and I move it to a 109 centerline...how would its perfomance differ?

The intake centerline determines where your intake valve closes on the compression stroke. Also known as the IVC ABDC on your spec card. This determines where you'll start to make cylinder pressure. The smaller the ICL number (less crank rotaion), the sooner it will close after BDC, and the larger the number (more crank rotation), the later it will close after BDC. The later you close the intake valve, the more you move your power band upward because you'll be building cylinder pressure later in the compression stroke.
