Engine oil blowback??
The last time I checked my oil I noticed that some oil had come out of the dip stick tube and gotten on the top of the dip stick. It has also kind of stained the top of the dip stick. I have an open element with a push in breather in the valve cover where the old breather used to connect to the air cleaner. On the other side I have the PCV valve in the stock location. What do you think is going on? Blowback? Is this bad?

It's typically referred to as blow-by, but whatever lol.
Typically blow-by will shoot your dipstick out of the tube if there's enough pressure there to shoot it out. If you got some cheap-o chrome dipstick tube, then it's more likely to happen.
The most common reason for excessive blow-by is bad piston rings.
