California Emissions

My brother is in the Navy and is going to be stationed in San Diego. He wants to bring his car(92' Camaro RS, 305 TBI). The car was not originally equipped with California emissions. What needs to be done and what is the process of getting his car registered there? Thanks.

I believe that CA still allows you to input one "non-CA emmisioned" car per family into CA. Probably does not have to do a thing but maybe fill out another piece of paper.

Sorry, never heard of such a thing...

We just smog them as fed. certified vehicles...no biggie.

Most likely though, its already got all the CA stuff on it. They quit making "49" state vehicles years back.

Besides, temp. stationed military have different rules as far as smogging them. Tell him to bring the RS and have some fun.

As long as he is active duty, he can keep plates on it from his home state.

Just before I left California for Colorado, they were charging a one-time fee of $300 to register a non-California car in California (paid when you registered the car, not when you smogged it). But, since he's in the Navy, see the first paragraph.

Correct, Military personell vehicles do not have to pass Ca smog test, but rather their home state's test.

As for the Smog Impact Fee ($300 to register out of state cars), it was ruled unconstitutional by the Ca supreme courts in 1999 (IIRC or 2000). I should know, I received my $300 (and interest from the state, total $4xx) back about 6 months ago.

As far as registration while in the military, five7kid is correct. But if I were him (if he lives in a non smog area), I'd keep it registered there as long as he has an address there (like his parents house, etc). That way he does not have to deal with CA smog testing...all he has to say is he's in the military and show valid registration from his home state.

What base is he going to be stationed on? I know that if he is going to stationed on the Marine Corps bases he will have to smog it. To get his base sticker, I think the Navy bases are the same way. If there are no mods and all the factory equiptment is still there he will not have a problem as long as the car is running well.

I am currently in the Navy stationed at Camp Pendleton just north of Oceanside. I have a permenant residence in Florida and I needed to smog my vehicles to get a base reg.

Either way bring the car out and have fun.

That is good info. Just remember as out of state residents in the military we don't have to reg the vehicle in California.
