Block Learn
After going into closed loop and have the engine warmed up it reads 128/128 at idle and when on the highway at about 2100 it read 135/127-131 is this normal?

Its an 89 350 TPI, I have no idea what mode. I just pluged in my OTC 2000 and hit the block learn mode. when i let off the gas at 2100 it reads 117/128

Sounds normal. Never had one that ran 128 all the time. I have come to accept anything +/- 10 (118 to 138) as pretty damned good.
My 94 LT-1 runs block learns in the 118 range (stock programming is a bit rich).
My brother's 87 GTA ran in the 133-135 range (stock programming a bit lean).
His carbureted LG-4 runs in the 120-122 range but varies considerably with weather conditions.
Not saying your engine will be the same, but wanted to give you an idea what I have experienced.
