Pit stop - Doesn't work????

Transmission: Built '97 T56, Pro 5.0, CF-DF
Axle/Gears: 4.11 posi Ford 9"
Piston stop - Doesn't work????
Got a Piston Stop from Summit. threag the outside holder all the way in. ZThreaded the inner piston stop itself all the way in. Crank still amkes full revolution without ever stopping. Now What????
These are cast iron Sportsman II heads, and pistons are 10/1000ths in the whole.
Is the inner piston stop bolt itslef just too short to work? Or do these heads have some weird plug angle where you can't do this kind of check?
