Pulled code 42 whats wrong?

Pulled code 42 whats wrong?
I posted that my car failed two smog checks on another thread and now I find this. Plus my car is shaking a little what could be wrong any suggestions?

Well, part of the smog check is to verify base timing...this requires that the EST bypass connector be unplugged.
When it's unplugged, a code 42 will be set.
To verify that this only occurs during timing check, reset the ECM then check for codes later.

wow, they actually verify base timing in CA before they smog you. Thats hella weak. Not that it can't be gotten around in the chip...but still, hella weak.
