383 stroker one piece rear main seal

ok i built a 383 stoker with a one piece rear main seal. the crank is not internally balanced. oviously the 400 flywheel wont bolt on so i have to use the 350 flywheel. i tried a few balancing options: 350 balancer/flywheel, 400 balancer/350 flywheel, the flywheel still has the weight on it. i also tried the balancers with the weight removed and still no luck of a balanced engine. my question is which balancer do i have to use??? and what do i have to balance the flywheel?? i rewelded the weight back on. what else to i have to do? i talked with some machine shop guys and they said i have to add more weight with the existing one thats on there. is that true? where do i put it on the flywheel? i just need to know how to solve my problem because im all out ideas.

Nevermind, thought you said it was internally balanced.

How are you spinning it up to balance it, anyway?
