What does the task of "boring" called for
and what is machining?

Boring is when you increase the diameter of the cylinders a small amount to give them more volume, hence extra power. machining, that's when you grind, cut, or similarly modyify the metal on the block, crank, heads, etc.

Boring is actually done when the cylinders are worn, they use a special tool to machine the bores in the block so they are completely round and the same diameter from top to bottom. Any power difference will be minimal with a typical overbore.
