LG4 idling issues

LG4 idling issues
not for my car, but my best friends monte carlo. The thing has issues where it will seem to accelerate nicely from a stop or at most times, however, sometimes when you drop the hammer, the thing coughs and sputters like it doesnt wanna go anywhere. WE adjusted the TV cable twice, and have it set pretty well, but that didn't get things fixed right. Car also has a fresh tuneup. The car has more recently began having an idling issue. At 1000 rpm the car will idle fine and smooth, however, if the idle comes down to between 500-600 rpm, the car starts sputtering like it doesn't really want to run.
Vehicle only has 44,000 miles on it, but, its' having isues like it has 144,000, can anyone give some insight to these problems? Thanks in advance.

Did the "fresh tune-up" also include a carburetor rebuild? Even with 44,000 miles it needs to be periodically gone through due to lack of use.
The throttle shaft bushings are known to wear out quickly on those carbs too. That will allow excess air into the intake and can cause idle and driveability problems.
