Its basically just a transformer... Coils of wire... So yeah, you can mount it any way you want.

I have mine mounted upside down. When I put the HSR on the car, there wasn't any place to put it so I mounted it to the cowl,

That's right where the hood weatherstripping runs though...

My hood is opened up in the back, but I don't really see an issue with the stock hood since the weather stripping is rubber.

can taking the weather stripping off cause a problem with anything under the hood? like if it rains and some water gets back there?

yes...if you're getting water coming in from behind there it can affect the dizzy possibly, the coil depending on where you mounted it, and whatever else electrical you have near there.

i dont plan on driving in the rain so i dont even have wipers

not sure about your engine bays, but all of my electrical connectors are of the weatherpack style with rubber seals.

The only thing not 100% weathersealed is the distributor since the bottom ridge of the cap is the only portion that seals it from weather, but I don't see that as a problem.

I'll snap a shot of the engine bay from the drivers seat so you can see how open the back of my hood is.

My car is a daily driver and Virginia is by no means a dry state. It rains a lot here.
