tps issue

Tonight I set out to fix my idle problems. i reset the iac the correct way and adjusted the throttle body screw to get the rpm to about 500. now to set the tps, when i get it to the .54volts at idle, it will not get much higher then 80% at w0t, and i don't know how to fix this, if i set wot at 100% then idle shows around 18% . whats the trick to fixing this?

How are you determining the throttle "will not get much higher then 80% at w0t?" Is this being reported via scanned ECM data? What is this data showing for the closed throttle position?

im using a scanner. the program reads percent and voltage. at closed throttle its reading aprox 15% but 100% at wot. and if i change play with the tps to get the 0.2% or (.54 volts) at closed throttle, then i cant get much more then 80% to read at wot.
