10* before tdc??

Sorry...trying to set timing on my car. The balancer has a notch on it, but the add says that tdc is 10 degrees BEFORE this mark. This is a common chevy part for these cars. Is everyone using the notch in the balancer as the timing mark, or somewhere else?
