Passes in shops, but not on state inspection!

Hi, I've taken my car to two shops now and they both told me that my car passes emissions. They test the pipes and everything is fine.

However, i've failed three times at the official test.

WTF.
They told me that my car takes a WHILE to go to closed loop and as soon as it does the emissions are extremely clean. I have to complain that the testing place shut off the car for at least 15 minutes before they test it.. Thats not right nor correct. It pisses me off.
What should I do to have it come to closed loop sooner. Fans don't come on untill 230.
I will check the thermostat and replace the CTS. Other than that can you tell me what else would hamper the closed loop operation.

I have a new O2 sensor as well. DELCO sensor.

to go to closed loop quicker get a three wire o2 sensor.i wired mine up to the fuel pump relay.

Thats what I told the shop that was repearing my car. They wouldn't have it. The only way for them to make repairs is to do it the factory way. So, right now, the previous owner will take care of the car for me. So, we are good. I HOPE!
