Engine won't rotate
Ok here's what I got. I just finish building a 355 tpi. I installed new roller tip rockers. I tightened the rockers down til i felt friction while spinning the pushrod with my fingers then gave it another half turn. I set the motor in and bolted the bellhousing to the block. then i crawled under to begin bolting my torque converter to the flexplate. I got one bolt in and tried to spin the motor over to put the other two bolts in and the motor would not turn. What is the reason for this. Is it cause I have my valves too tight? or is it something else. Help me out on this. Should I loosen all my valves and readjust them when I'm done with the torque converter?

My first guess would be that the tranny is in park. Or mabe the torque converter is not all the way into the tranny (seated into the pump).
Then try loosening the bellhousing bolts and try to turn it
When you were tightening the rockers, were you rotating the crank to get each rocker off the cam lobe?

Yeah I rotated the crank. I found instructions on adjusting the valves. The tranny was not in park. the torque converter is all the way in the pump. i turned it til it dropped 3 times. Only thing i can think of is the valves are too tight. Could this stop the engine from rotating?

Yes it is possible but you would really have to have them cranked down... to the point that the open valve is preventing the piston from moving.
I would still start at the tranny since the engine was rotating just prior to bolting on the tranny. Just loosen it all up and unbolt the converter. You don't have to take it back out.

Sounds like the converter is jammed incorrectly onto the pump.
Take the trans back out and put the converter in right.
