Test Results - NEED HELP!!!

I got the dreaded SES light and brought it in for repair. The diagnostic’s shot out a 32(EGR problem) and 36(Burn off sensor).The mechanic said I need a list of repairs($400) which I doubted since I recently had the car tuned in December. The results are as follows:
Emission Test failed because my results posted HC of 1.17, (Max is .80)
BASE TIMING
RPM - 861 (Min is 550, Max is 650)
TIMING(L) - 4.8, which was good
TEMP - 17 (Min is 63,Max is115)
HIGH CRUISE
HC PPM - 286 (min is 0,max is 150)
O2 - 3.68 (min is 0,max is 2.50)
LOW CRUISE
HC PPM - 205 (min is 0,max is 150)
O2 - 3.58 (min is 0,max is 2.50)
IDLE
HC PPM - 171 (min is 0,max is 150)
O2 - 4.56 (min is 0,max is 2.50)
TEMP - 16 for all three above (min is 63, max is 115)

CYL Relative Comp Power Bal
1 100 100
8 98 0
4 99 100
3 100 0
6 100 100
5 100 0
7 100 100
2 99 0
min 80,max 100 min 91,max 100

FIRING KV
All CYL’s came in below 5.0 Min
SPARK KV
All CYL’s were good
SPARK DURATION
All CYL’s below 1.30 Min
Thankfully the shop did not have the parts available which in turn gives me time to bounce off this forum. I not an expert at reading charts, any help would be appreciated. Just a thought, would changing the EGR and Burn Off Sensor solve my problems or do I have bigger issues?. I have a 89 TA, 5.0.

Try a new EGR valve and retarding the timing to scrap by for emissions.

How does the car run otherwise? Feel good?

I took it out today, seems to be ok but I feel it's not 100%. A few things I forgot to mention in my first post. I usually take this car out on weekends and I noticed it is hard to start after sitting for a week, it takes about 3 times to get it started. When the car finally starts that's when I get the SES light,if I drive it around for 15 minutes and then shut it off and start up later, I don't get the SES..what's the deal with that!!.

When I had TPI mine did that too. The MAF system was screwed
