Oil up under oil fill cap

My car has been smoking blue smoke. What I wanted to know was is it normal for some oil to be on top of the heads when you cut the engine off. It's like a puddle of oil by the springs it not overflowing or anything. Do you think the drain holes may be sludged up.

Yes, oil will pool a bit in the heads. Not much though, if its draining properly you should only see a bit pooling at the lower side of the head, it shouldnt be 1/2" deep right across!
