1 step forward and 10 steps back
Well I replaced the timing chain and waterpump on my 84 z28 (305cid) everything was put back together and now the belt that runs form the powersteering pump to the crankshaft is rubbing agianst the water pump pulley. I have a V-belt system. Dont know what to do.

I thought the exact same thing but the alighnment of all of my other belts line up perfectly.

Crank sprocket on upside down, such that the damper can't go on all the way?
Forget for a minute about "line up perfectly", and LOOK at what's wrong. If the front of the PS pump belt rubs the back of the WP pulley, the ONLY POSSIBLE explanation is that the damper isn't on all the way.
