Don't wanna run above 800 RPM's ???

This seems like a WEIRD one to me ! My 1991 RS Camaro with the 3.1 V6 A/T will start up just fine but won't run above 800 RPM!!
I thought that it was the catalytic converter so took the exhaust system apart and that wasn't the problem!! DAMM!!!
Throttle positioning switch??? Anyone know how to test that one and any other ideas?? HALP!!

Codes?

Adequate fuel pressure? I've seen an L03 car idle great until the owner gassed it, then it sputtered and died. Turned out his fuel pump was dying.

Just a thought.
