on the driver side there is 3 relays by on the top of the firewall. by the brake master cylinder

Only 2 relays on a TBI car. Fan relay is the one closest to the driver's side fender near the power brake booster.

Other one is for the fuel pump.

91 Z TBI? That doesnt exist. 91 Z28's are TPI, and 91 RS's are V6 or TBI. Is that a typo?

The fan relays are as described above, while the fan switch is in the passenger side head between the #6 and #8 cylinders.

Opps sorry, 91 Z TPI
you mean the brass sensor scews into the block btwen #6/#8?

What is the most likely part to fail if the fan isn't coming on?
the fan motor, relay? sensor? or something else?

Having never gotten the hang for how an Ohm meter works, I just replace the part voted most likely to leave the island first and then the next and so on.

Also check the connection to the fan switch, that connector is prone to getting brittle from the heat and breaking.

Learn to use the ohmmeter, it's really simple and will save you tons of money troubleshooting.
TPI cars have 2 radiator cooling fans.
The main radiator fan gets power from a relay as mentioned previously. That relay is controller by the ECM.
The secondary radiator fan gets power from a different relay. That relay is controlled by the thermal switch on the pass head as prev mentioned. The secondary fan relay can also be turned on by the air cond system if in use.
