Usually the distributor is a half turn out of time when this happens. Or the valves were set too tight. Take out the front left (driver's side) spark plug and rotate the engine with the starter until you feel compression, then bump it a bit more and look for the timing marks to line up. Then pull the dist. cap and see that the rotor is pointing generally toward that number one cylinder. If it's pointing to the rear, that's the problem.

The rotor is pointing at #1 and the piston is at TDC. thats why i'm so confused why it won't start not even a pop out the exhaust and i have backed-off the vavles a little too. i'm totally stumped and confused

The #1 will be at TDC twice. I'd pull the distributor and spin the rotor 180 and see what happens then.

If you put the timing gears dot-to-dot, and then aligned the rotor to the #1 spark plug wire, you're 180 degrees off. Dot-to-dot is the #6 firing position.
