Cold rough idle Idle, Smoke

Cold rough idle Idle, Smoke
I have TBI L03. When its under 40 out, It starts up fine. After the RPM drops to the cold idle speed seconds after it starts It starts chugging/shaking. Nothing crazy but its noticable. This happens throughout all the RPM range for about 2 minutes then goes away. Exhaust smoke is present @ this same time.
In the summer time This will not happen.
It just about has new everything.
Is this caused by my valve seal problem which I am fixing soon, or something else?
Maybe oil gets on the plugs causing a crappy spark?

Compresson is mint, Im not loosing a drop of coolant
Could the amount of Oil getting on the plugs cause such a junky idle? The rough idle goes away fast and runs smooth if I drive it. If I let it idle it will run bad for like 5 mins. I pulled the plugs out when it was cold. Sure enough, a little oil was on them
1,000 miles and it can be down a Pint on oil during the winter....

Possibly bad temp sensor? computer thinks its the wrong temp making it too rich or lean for the temp.
