jumping timing and low idle

Engine: 350
Transmission: 700r4
Axle/Gears: ????
jumping timing and low idle
Hey my timing is jumping between 4 and 8 degrees and my car is idling really low at like .600 rpms and when i move the distributor it doesnt even affect the way the engine runs.... ? any ideas, i have a 350 4barrel tbi, ignition coil? electric spark control module?
