Gas tank question.

Car: 1990 Camaro RS.
Engine: Low Output 305
Transmission: TH700r4
Axle/Gears: Stock
Gas tank question.
Hey, I don't have any buddies that work on Camaros as much as I do so I need some suggestions for a wierd problem I have. First off it's a 1990 Camaro RS, LO 305, TBI, TH700R4, basically all stock but still kickass. Recently I changed out my gas tank (the right way by dropping the rearend) and put a different one (not a new one) off of the same year 'Maro and I had to JB Weld a little gash on the filler neck but it worked.
While I was switching them out I put an inline Holley electric puel pump and hooked it up via toggle switch. It's loud as hell, by the way, I don't recommend it. Anyway, I didn't realize it at the time, but the hole at the top of the filler neck where the cap goes on is a little bent so the gas leaked out when I made right turns AND the little flapper thing inside the filler neck right at the top doesn't shut so that's why gas leaked so much, so easily.
Needless to say, I rigged the gas cap, put some extra RTV around the rubber seal and once it dried, slapped it back on. I know that fuel makes the RTV not adhere, but believe itor not, it works without sending pieces down into the tank.
Now that you know the car, here are my problems:
1. I smell gasoline around and inside my car, on and off the road. It's bad enough for me to put out my cigarettes. But when I stop, or when she's been sitting, there are no leaks whatsoever under her. Not even oil. And as you read above, I fixed the leaks I knew I had. So what could be wrong? I know gas evaporates quickly but where could my leak be?
2. You know what's really damn annoying? Everytime I pump gas, It'll cut off at like 2 bucks and I'll have to keep pressing down the handle about ever dollar after that. I ain't no dumbass, I know that I'm holding the nozzle right and not sticking it in too far, Haha so save that answer. It really sucks when I have to put in 50 bucks of gas and it cuts off every dollar. Could there be something wrong with the filler neck?

I put an aftermarket tank in my last 91 RS and I had the same problem with the gas fill. To be honest I would reccomend replacing the tank with a NOS or good used tank and do it correctly with no JB weld. It would be ashame to catch on fire at a stoplight on a hot summer day. I am a career Firefighter and have seen my share of car fires due to leaky gas tanks.

About the gas tank: Most tanks at a J/Y that are already pulled out are pulled out for a reason. You're going to have to pull the tank and pitch it.
