Are pushrods supposed to rotate?

Engine: 383 AFR heads
Transmission: 700R4
Axle/Gears: Ford 9" 3.70:1
Are pushrods supposed to rotate?
I just took the valve covers off and some of my rocker arms are loose. I can jiggle them around by hand. The pushrods spin under the rocker arms with no resistance. I thought that you were supposed to tighten the rocker arms down until there is just a little resistance, then go 1.5 turns from there. If thats true, wouldn't the rocker arm be hard to turn?

Not necessarily. If you lash everything until the pushrods don't turn anymore, you've almost certainly got far too much preload.
