Need help with speed governor.

My 91 Z-28 camaro seems to shift at high rpm(4500) and is laggy when shifting (i have to let my foot off the gas and wait a sec or 2 for it to shift), there was a vacuume leak which i fixed but still hasnt fixed the problem. i've been told its probly the speed governor and that it has to be set right. I was just wondering(this may sound like a dumb question) where the speed governor is and how i can set it so it doesnt shift at such high rpm. thanx.

according to alldata it is on the drivers side on the main body at the back before the tailshaft, has a round cover (that must not be damaged, unless it be replaced completely)
