will this build up work?
I picked up an early 4 bolt main 350 from a 70's truck. I checked the numbers on the block and heads. the heads are 75cc with 1.9/1.5 or 2.0/1.6 valves. The engine suppose to push 270hp. i plan on puttin my tpi system and 416 heads on with a cam from summit. SO will this raise my HP? or NOT? or just keep it stock with just bolt on mods? I'm just looking for something around the 300hp range.

It will work. Many have done it. Port clean-up of the heads and 1.94" intake valves would help.
300 HP out of a TPI isn't an easy task. But, the cam is critical. What were you planning?

I don't see why that wouldn't put you at 300HP if not more, like five7kid said, the cam lift and duration specs are extremely important
