92' firebird hand brake

Do I have to get under the car or can I access the adjust screw from the center console?

What he said. Plus;
1/4" wrench to hold the stud still, 13mm wrench (or was it 10mm?) to tighten the nut. Bring PB blaster or WD40 or whatever you have, it will most likely be seized.
