Axle/Gears: 2.73 Open, 3.42 Open
305 TBI Won't Turn Over

Hi guys, I just replaced the starter in my 90 Firebird Formula and she still won't turn over. The battery is brand new, neutral safety switch is fine. The starter isn't getting any voltage. What else could it be? I assume it would have to be some sort of switch or electrical short, but I'm not too good with wiring and I'm used to working on much older cars. Also, the voltmeter in my car says the battery has less than 9 volts but I'm getting 12.47v at the battery, could I need cables? The cables seem to be fine though.

you should check for a bad Ground to the block and the firewall
