new ecm = code 45

so i switched out my old ecm for another and came up with a code 45... my problem is when driving i come to a stop/deccelrate, car stalls out.. could it be my tps??? code 45 says rich exhaust, not sure where to start

i have a auto 86 z28 with a 350tpi.. previous owner swapped it

Faulty or loose wiring and/or connections at the ECM.
Incorrect fuel pressure.
Leaking fuel injectors.
Intermittent bursts of fuel from the injectors at idle indicate a faulty TPS.
Faulty oxygen sensor.
